Dr. Frank Owczarek, M.D., Ph.D. is the Director of the Eye Care of Delaware, LLC and the Cataract and Laser Center, LLC. He is a nationally known Ophthalmologist and Eye Surgeon recognized for his quality of patient care and leadership. He is an expert in small incision cataract surgery with foldable implants and refractive surgery with the Excimer Laser.

Dr. Owczarek is certified by the American Board of Ophthalmology and the American Board of Eye Surgery. He trained at Georgetown University and completed advanced fellowship at the University Eye Clinic of Cologne in Cologne, Germany.

In 1976 Dr. Owczarek began performing refractive surgery. He began performing LASIK surgery in 1997 and has since performed over 1,000 procedures.

Dr. Owczarek also performs surgery in the Washington DC area, he performs Cataract Surgery in cooperation with Dr. Loreto.

Dr. Loreto is one of the original founders of the Eye Surgery Center, Ltd. in Silver Springs. Dr. Loreto and Dr. Owczarek trained together at Georgetown University Ophthalmology Department.
